Property and staffing for partners
For authorities and providers that already own part of the service model. TIFA supplies compliant housing, a deployment-ready young-person workforce, or both, with responsibilities agreed before mobilisation.
Guide rates
Compliant property
from £85/night
Solo property, £595 a week, billed weekly whether or not occupied. Your own team provides the support.
Deployment-ready staffing
from £25.50/hour
Staffing bought on its own, commissioned for 12 weeks or more. Without a minimum term the rate is £27 an hour.
What TIFA supplies and records
Compliant property
Landlord and Rent Smart Wales evidence; gas, EICR, EPC, fire, smoke/CO and water-safety records; furnishing, maintenance and occupancy terms.
Verified worker passport
Identity, right to work, enhanced DBS, references, relevant training, Social Care Wales status where required, availability and service induction.
Auditable delivery
Attendance, handover, notes, incidents and actions captured in TIFA Connect or the agreed service system, with an auditable timesheet and invoice trail.
Who owns what
The commissioning provider owns the service model, approved plans and statutory decisions. TIFA owns safer recruitment, worker suitability and conduct, and the records we create.
On what sits behind an hourly rate, how providers actually staff their placements. On which half of the supply matters more, see why staff quality matters more than property quality. And on the connection between pay and retention, why what support workers earn shows up in the placement.
The mobilisation schedule names each owner and system of record. Property-only supply does not transfer service-provider responsibility to TIFA, and staff work only to an approved support plan, risk assessment and escalation route.
