Why TIFA Life

Speed. Stability. Safety.

The three things commissioners need from a supported accommodation provider — designed in, not bolted on.

Speed

Rapid referral review with structured intake and clear decision timelines for urgent and emergency placements.

Stability

Placements designed for longevity through defined routines, consistent staffing, and proactive intervention to reduce breakdown risk.

Safety

Safeguarding-first environments with defined escalation routes, trained staff, and strict placement suitability criteria.

"We do not accept placements where needs exceed our ability to safely support."

Our safeguarding boundary

Our Model

An Integrated Model That Reduces Risk

Our integrated model combines property standards, consistent staffing, and clear governance to reduce placement breakdown, improve communication, and give Local Authorities confidence in delivery.

  • Clear property oversight
  • Trained and vetted staff teams
  • Defined escalation and safeguarding routes
  • Consistent reporting and monitoring

What this looks like in practice

A single named senior contact for every placement. Defined reporting cadence agreed up front. Safeguarding escalation flowchart shared with the allocated worker on day one.

When something goes wrong, you hear about it from us — quickly and in writing. When something goes right, you have the evidence to support it.

Case Study

Stabilising a High-Risk Placement

A South Wales Local Authority referred a 16-year-old following a placement breakdown with a previous provider. Within 48 hours, TIFA Life sourced a solo-occupancy placement with 2:1 staffing, established clear safeguarding escalation routes, and began weekly reporting to the allocated social worker. At 90 days, the young person remained stable in placement with no missing episodes and had engaged with education for the first time in 6 months.

Case Study

Emergency UASC Placement — Same Day

A West Wales Local Authority contacted TIFA Life at 2pm on a Friday with an unaccompanied asylum-seeking young person requiring immediate placement. By 6pm the same day, a suitable property was confirmed, a trained support worker was on site, and the young person was settled with culturally appropriate provisions in place. The Local Authority received a full written update by Monday morning.

Frequently Asked Questions

Is TIFA Life CIW registered? +
TIFA Life provides 16+ supported accommodation, which sits outside the scope of Care Inspectorate Wales (CIW) regulation. This is the correct regulatory position for our service type under current Welsh legislation. Our governance, safeguarding, staff training, and reporting standards are designed to match or exceed the expectations commissioners would apply to regulated services. We welcome due diligence from any Local Authority and can provide our full policy suite, safeguarding framework, and staff training records on request.
How do you ensure safeguarding without CIW oversight? +
We operate a layered safeguarding model: defined escalation routes to Local Authority safeguarding teams, trained and vetted staff with enhanced DBS, consistent incident reporting, and clear thresholds for when a placement is not suitable. We proactively decline referrals where needs exceed our ability to safely support.
What reporting do Local Authorities receive? +
Every placement includes regular structured reporting to the allocated social worker or commissioning team, with defined escalation for any significant incidents. Reporting frequency and format can be tailored to each Local Authority's requirements.
How quickly can you respond to an emergency referral? +
Our team responds to all referrals within 24 hours, with same-day response capability for genuine emergencies. Call 01792 677275 (24/7) for urgent placements.
Which Local Authorities do you currently work with? +
We have active placements across multiple South Wales Local Authorities and sourcing capability across all 22 Welsh Local Authorities. Specific references can be provided during due diligence, subject to client confidentiality.
