Shared and commissioned group provision

Shared provision is offered only when the people, risks, home and team can work safely together. The match, staffing plan, commercial basis and commissioner evidence are agreed before placement.

Guide rates

Matched shared home

£350/week

Accommodation only. Support is billed at the staffing rate on top.

24/7 group provision

from £995/bed/week

Only where a whole home of 5 to 6 beds is commissioned for 12 months. The standard bed rate is £1,195.

How shared placements are assessed

A named senior manager approves every offer. We decline where peer risk cannot be controlled, a registered children's home or care service is required, the property is unsuitable or a safe team cannot be confirmed.

People

Age and life stage, culture and language, and the young person’s own view of who they could live with.

Risks

Missing episodes, exploitation, self-harm and substance use, plus the people and places known to trigger them.

Home

Bedroom and communal space, neighbourhood, travel, education, community links, property safety and escape routes.

Team

Ratio, waking or sleep-in night, consistent faces, competence, supervision, on-call and escalation thresholds.

An open front door looking out onto a terraced street, with a hall table holding a folder, a set of house keys and a potted plant, and a coat and lanyard hanging on the wall.

What the commissioner can see

Daily control

Logs completed, read and actioned; missed records and exceptions assigned to a named manager.

Safe home

Staffing versus plan, property actions, incidents, missing episodes and safeguarding escalations.

Progress

Key work and check-ins, education and health, and how ready the young person is to move on.

Reporting SLA

Weekly or monthly report status, outstanding actions and a complete TIFA Connect audit trail.

A single bedroom with a made-up bed, a desk and chair beneath the window, an open wardrobe, a bedside lamp, and folded towels, toiletries and a welcome booklet laid out on the bed.

A bedroom in a TIFA Life shared home, made ready before a young person arrives.

What the bed fee covers, and what it does not

The bed fee is not all-inclusive. It buys the accommodation and the staffing pattern named in the written offer. Anything outside that pattern is priced separately, so that the rate a commissioner compares is the rate a commissioner is invoiced.

Standard rate

24/7 staffed group home £1,195/bed/week

Standard rate per bed. Covers the home, utilities, breakfast, household consumables and a team on site around the clock.

Whole-home rate

24/7 group provision from £995/bed/week

Only where a whole home of 5 to 6 beds is commissioned for 12 months. The standard bed rate is £1,195.

The written offer is the controlling document. It confirms the accommodation, hours, ratio, rota and nights; the rate, term, voids, transport, cancellation and VAT; the named owners, safeguarding, escalation and reporting arrangements; and the inclusions, exclusions and how a change is approved. See the full guide rate card.

Inside the bed fee

  • The home itself, and its utilities.
  • Breakfast, and household consumables.
  • A team on site around the clock, backed by on-call management.
  • Management, on-call, recording, reporting and placement reviews, none of which is charged separately.
  • Food charity deliveries for eligible young people, where the partner offers delivery.

Priced separately

  • Meals other than breakfast, which the young people buy themselves.
  • Waking nights, second workers and enhanced ratios, priced against the young person’s plan and confirmed in writing before they start.
  • Enhanced needs, quoted from £1,295/bed/week rather than at the standard rate. Where the assessed staffing pattern exceeds the standard rota. Quoted from the referral.
  • Any change to a rate during a placement, which is proposed in writing and agreed before it applies.

Assess a safe match

Send the referral. We run the matching assessment and ask once for anything else we need to make a safe decision.

Shared provision stands or falls on the matching decision, which is the subject of why the wrong match is worse than an empty bed. On the home itself rather than the contract, see what makes a good supported accommodation home. And because shared homes generate more incidents than solo placements, what good incident reporting looks like sets out the standard we hold ourselves to.
