Who we are
TIFA Life is a supported accommodation provider for young people aged 16+ across Wales. We deliver solo, shared and emergency placements, with specialist capability for unaccompanied asylum-seeking young people and care leavers. Our Swansea head office anchors a footprint that reaches all 22 Welsh Local Authorities through operational hubs in Swansea, Cardiff and Newport.
We are not CIW registered — 16+ supported accommodation sits outside CIW scope under current Welsh legislation. We say so plainly, because misrepresenting the regulatory position is itself a safeguarding red flag. Our governance, safeguarding, training and reporting are designed to match or exceed the expectations commissioners would apply to regulated services.
How we are structured
Clear roles with defined authority at every level. Every active placement has a named senior contact. Every safeguarding concern has a defined escalation path. The structure holds regardless of who is on shift.
Founder & Managing Director
Organisational strategy, commissioner relationships, overall accountability for service quality and safety.
Operations Lead
Placement acceptance and decline decisions, operational control gates, incident oversight across the whole footprint.
Commercial Lead
Commissioner onboarding, contract terms, referral pathways and commercial sustainability of the operating model.
Service Managers (by region)
Day-to-day delivery, supervision of support workers, named senior contact on active placements in their region.
Project Coordinator
Independence and progression outcomes across the young person lifecycle — pathway plans, milestone tracking, transition planning.
Designated Safeguarding Lead
Cross-organisation safeguarding authority, escalation oversight, post-incident review sign-off.

How TIFA Life started
TIFA Life was founded to build a provider that holds the discipline commissioners need — safeguarding-first, structured, and honest about the limits of what 16+ supported accommodation should take on. The founding conviction was simple: the sector had room for a provider that combined care with rigour, and that said no to placements it could not safely hold.
From a Swansea base we have grown into a multi-hub operation supporting more than 60 young people at any time, working with 12 Local Authority commissioning partners, and reaching all 22 Welsh councils. Our long-standing cross-border relationship with Sandwell Metropolitan Borough Council in the West Midlands reflects the demand Welsh providers now meet beyond Wales itself.
Growth has been matched by investment in governance. In 2026 we restructured leadership with clearly defined authority at every level, strengthened our safeguarding framework so that no escalation depends on any individual, and formalised the four operational control gates that gate every new placement. The result is a provider built for the scale commissioners actually need — without compromising the discipline that makes placements hold.
